is it common that the air valve is constantly blowing out steam/air ?

i have a baseboard steam heater at home, evertime the heat is on the living room base board heater Air Valve constantly blows out steam or air. should i replace the air valve ? because started in the 2nd floor masterbed room.. i steam or air constantly is coming out of the air valve the whole entire time heat is on. so i replace the air valve on the 2nd floor baseboard , then the 1st floor living room baseboard is blowing out air or steam in the air valve…
what should i do ?

you need to replace all of these Valves they are spring retarded relief valves . over time they wear out but replacing one at a time will just continue the problem…..the next in line becomes the weakest link in the chain… also if you replace them have a boiler technician come out and reduse the allowable pressure going into the heater units
