If you mean the main water valves on the pipe coming in from the city (assuming you dont have a well), you should have one right before and after the water meter. You should also have smaller shut-off valves on every plumbing fixture in your house and the outside hose bibs. References :
If you mean the water main, there is a main valve at the house and one that is part of the water meter itself. You may have also one on the supply side of the water meter.
If you mean cutoff valves in general, everything that uses water in your house should have a cutoff valve supplying it. That includes the hot and cold water supplies to each faucet and your washing machine, a water cutoff to each toilet, the dishwasher, your water heater, ice maker in the fridge, etc. Hose bibs don’t generally have cutoff valves before them, because they are pretty much considered a cutoff valve (they supply water to the hose). Nothing says you cannot have additional "zone" shutoffs.
